Baku Scientific-Research Institute was established in 1928 in purpose of providing technical safety in industry.

Since the mentioned period, it began to its development by being specialized on labor safety and security technics. This institute with history about 100 years, which was previously named as All-Union Oil Scientific- Research Safety Technics Institute gained all-union respect and has been acting on safety issues in production for long years.

The State Agency for Safe Conduct of Work in Industry and Mining Control, which is a part of the Ministry of Emergency Situations, and the Azerbaijan State Labor Protection and Safety Technical Scientific Research Institute, which were established by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev on December 16, 2005, were included in the structure of the Ministry.

Currently, professional specialists on technical safety and labor safety work in the institute. More than 650 atechnical standard documents were made and used by them up to date.

Regularly 58 types of trainings are realized in the institute for applying technical safety measures in the production spheres.

Moreover, there is training- education polygon which has been especially made for realizing practical trainings in the base of institute.

Here, practical trainings such as Safe conduction of works at heights, Performing of first aid, On the wing approach system, crane operators, elevator electrical engineer, forklift operator, welder, installation and dismantling of iron fence by safe method to training participants.

After accomplishing training courses, examination is held in accordance with requirements of education program and corresponding document is issued to training participants by depending on the result.

Azerbaijan State Labor Safety and Security Technics Scientific-Research Institute has been awarded with ISO 9001Quality control system, ISO 14001 Environmental protection control system and ISO 45001 Health safety, labor security control system. In 2022, institute was accredited in accordance with standard “general criterion for operations of various bodies conducting inspection”.

Azerbaijan State Labor Safety and Security Technics Scientific-Research Institute realizes its activities mainly in following directions:

1. Technical safety expertise of the project documents of the industrial, mining and other service spheres project documents, equipments and technical devices used in the potential risky objects, safety declarations and technical safety declarations.
2. Making of the documents and performing of the scientific- research works in connection with the technical safety in the industrial, mining spheres and technical standard acts for providing of the labor safety and as well as policies, methodical documents, instructions, production sanitary and hygienic documents.
3. Test of the various typed towers (drilling, exploitation, telescopic, dor) by non-destructive method
4. Diagnostics works of the technical devices and equipments used in the potensial risky objevts by non-destructive method (magnetic dust method, ultrasound method,  penetrating fluid method and visual control method)
5. Washing and degassing of the vehicles carrying hazardous cargo
6. Technical inspection of the vehicles carrying hazardous cargo
7. Organizing of the training courses on labor safety nad safety technics norms for the experts and employees of the potential risky objects and mining areas
8. Restoration of passports and exploitation instructions of the devices and equipments exploited in the potential risky objects
9. Attestation of work sites
10. Providing technical support in the processing of the safety declarations (hydrotechnical devices) and technical safety declarations (inland)
